"Mork and the Immigrant" finds Mork learning about democracy, and meeting a Russian alien named Sergei Khruschev (Tim Thomerson) so that he can have a voting bloc of three. Unaware that his alien status is not the same, Mork decides to apply at Immigration, where the beleaguered clerk (Ned Wertimer) almost has him arrested, with no visa, no passport, and no birth certificate. Mindy comes to the rescue, asking Mork to tell them what planet he came from, and how he drinks with his finger, getting Mork off the hook as a harmless crank. Sergei is able to get his own apartment and even a driver's license, quite a luxury compared to his own country.
