There are three elements here, none of which are funny. While on the cruise ship, Titus mad some kind of deal to use his likeness and his voice to do commercials. He was never paid a cent and now he has appeared as a purple bladder on pharmaceutical commercials. He feels betrayed and then realizes it's his own fault. Kimmy decides to attack a slick weatherman for lying on TV and scaring the people of New York City. Finally, in what continues to be a waste of time, Lillian goes after the guy building the supermarket to avoid change to the neighborhood. The conclusion is empty and unfanny. Not to mention her rants, again are so tiresome.

The Titus commercial was good, as was the parody of big pharma, but this Lillian storyline continues to be brutal. I am not a fan of her regardless, but this city council/Big Naturals business is beyond brutal.
I see fellow IMDb users giving this season solid scores, but I just don't see it. The episode was good for a few chuckles, but not much outside of that.
