NEUTRAL MAN is a very low budget production and it seems to make no apologies for it. Aside from having what appears to be the 1960s Batmobile in a small scene, the rest of the film is very cheap and cheesy--and this isn't meant as a complaint. That's because although the film doesn't have much in the way of budget or special effects, it makes up for it in story AND the way it actually makes fun of the lack of funds (such as when the "scene missing here" card appears during the climax).
The title character isn't a super-hero nor is he particularly interested in justice. Instead, he pursues criminals but doesn't seem to mind who or how many he hurts in the process--being that he's neutral. You get to see him fight such foes as the Hamburglar as well as a guy who wants revenge because Neutral Man is so rude in a scene early in the film. I also love the final scene with the cop who indicates that they'll torture the guy Neutral Man captured--even though technically he didn't do anything wrong! Overall, it looks like a film some friends made on a tiny budget. However, it IS funny and clever, so imagine what these folks could do given some experience and some decent funding.
