The Edgar Rice Burroughs novel Tarzan and the Golden Lion, of course there is much more story than in this twenty-two-minute cartoon version.
In the novel, there is a Tarzan imposter, another party on an expedition, and Tarzan returning to Opar to make a withdrawal of previous gems to fund his African compound, as he's donated heavily to the allied war effort.
The novel does have a race of intelligent gorillas which have enslaved a sub-human race in the valley beyond Opar, and that's what the writers for this cartoon version focused on. Opar is left completely out of the tale.
As in this version, like the book, Jad-Bal-Ja, the Golden Lion, does appear to help save the day ... not the only time that happens in the Tarzan books.
