The police and Street Hawk are occupied with a series of arson attacks at six different warehouses in three cities. The victims, a group of businessmen, are clearly being blackmailed but none of them is willing to talk. At the same time Rachel is offered a job by one of the rich warehouse owners, putting her life in danger.

There's some great hand gliding scenes, one with Jesse flying it and almost crashing when it malfunctions - the arsonist tampered with it , of course - and the other with Street Hawk going up against the flying pest. Clu Gulager plays a businessman who refuses to pay the arsonist and as always does well. It's a better than average episode with Rachel getting more screen time.

There has been a rash of warehouse arsons across the city with no potential suspects. The police have arranged to meet with the victims of the fires such as Will Gassner (Clu Gulager) bu he is not interested in cooperating with the police.

Lt Commander Altobelli suggests that the victims are being leaned on for protection money, Gassner claims he knows nothing about this. However Gassner and other members of the Businessman's Association have been offered 'insurance' and because they have resisted, their warehouses have turned to ashes.

You would think they would get their own little army together to take this people on. The episode offers good stunt work with a glider but then lapses into silliness as the glider goes over a housing estate to precision bomb Gassner's house. What is more Street Hawk is riding into the estate at hyper speed which sounds like an accident waiting to happen as far as I am concerned.

The episode is notable in giving one of the regular characters, Rachel more to do, shame she is a bit stiff.
