A near miss on his life isn't the only incident when a series of death threats against him begin to arrive, too. In a "ripped from the 1960s headlines" story, Slattery takes on the cause of artist Serefino Roca, an aging folk artist whose hulking, hand-built monuments are deemed a safety hazard and earmarked for razing. A defiant Roca chains and padlocks himself to one of the structures then sends Slattery the only key.

Slattery's friends Hank and Barbara Harrison hope that the baby Barbara is expecting will help to save their unstable marriage. However, after contacting German measles, Barbara fears her child will develop birth defects and wants to terminate the pregnancy. A sympathetic Slattery places his career in jeopardy when he subsequently decides to support a controversial bill that would allow abortions in the state.

When a bill designed to regulate foster homes is proposed, Slattery begins research which leads him to meeting young Eddie Stakely, a boy currently living in a foster home. Eddie confides in Slattery alleged abuse by his foster mother and declares he wants to go back his father, an alcoholic deemed unfit to parent.

Major Roger Dyne, a revered Vietnam War hero, is backed for the U.S Senate,, but after Slattery sees him illegally kill a deer out of season, questions his ethics and declines to endorse his candidacy.

B.J. Rankin's apparent death bed confession opens a Pandora's Box for Slattery and his longtime friend Peter Markham. Rankin's confession accuses Slattery of committing a past perjury in order to conceal a bribe taken by Markham. Meanwhile, Rankin's disturbed son Jeff kidnaps Markham's daughter Cindy to force a confession and clear his father's name.

Spencer Carlisle seeks help from Slattery when the railroad eliminates his stop from their schedule. Faced with the prospect of moving to another town with a stop, Carlisle wants the railroad to reconsider, but Slattery feels it's likely a lost cause. When Liz learns about the situation, she goes public with story, creating a situation in which the railroad responds by attacking Slattery as opportunistic and attention-seeking.
