Adapt from the very first manga of Go Nagai the man behind the infamous Devilman series Black Lion seem to be a typical nonsense OVA from the 90s that only focus on the action and graphic violence but trust me there actually a plot in the anime although they skip the main character Shishimaru background a bit but the battle with Ninja Killer Ginnai Doma very faithful.
