Let's remember the audience here - pre-teen girls. While the ending "crisis" that causes the girls to get back together is incredibly unimaginative and completely absurd, the rest of the movie promotes self-confidence - certainly something all pre-teen girls can use.
Perhaps more importantly, the Cheetah Girls themselves aren't tiny little waifs. They look, gosh, normal, and aren't complaining about it. So many other movies and TV shows aimed at the young girl set have chronic weight issues, it's refreshing to see characters living their lives without constantly freaking about body type. That alone separates this movie from 98 percent of the others.
It entertains, it has decent lessons. There's a lot worse out there.
