Cute Children, Horrible Movie, What the hell was that?

Warning: Spoilers
Now, I have no way of knowing whether this movie was supposed to be realistic or not, sure didn't seem like it.

It begins with a child named Scout Bozell (Bug Hall) who has a life long dream of becoming a safety patrol for his school. He is a very clumsy kid.

In the movie, there is a child who is eaten by a giant tuna fish, a huge squirrel statue that goes through a whole neighborhood, a dead frog that comes back to life during a science lab experiment, and a whole bunch of other unrealistic things that were just not funny at all. The movie seems like it was written by a bunch of middle school kids who had nothing better to do, not experience producers.

Scout gets involved in the wrong crowd, who is a gang of bullies who are in charge of the safety patrol. Instead of helping the kids cross the street, they give them wedgies and take their money. The only good actors in the movie.

Also, are two people who pose as maintenance workers to steal the valuables from the school, and are working under false names. Their performance wasn't too impressive either.

This movie just was filmed with mainly unknowns, except for Bug Hall. Not that you have to be a famous actor for a good actor, but I have no idea what the casting director for this movie was thinking.
