There is nothing that can be said in defense of this movie. There is nothing in "Mission to Moscow" that cannot be found, and done much better, in the first 6 (!) Police Academy movies.
I really wanted to like this movie, to be entertained by it, to laugh like I had done so many times before watching these characters. But I couldn't. It's dreadful. It's tired. It's embarrassing.
I have no doubt that 90% of the other reviews here would be completely in the opposite if the movie itself had delivered on its promise. It's not that we're all a bunch of humorless prudes (in fact, I am somewhat fond of screwball comedies), it's just that there is nothing that this movie gives us to enjoy. It's punishment is just.
