Pasties were invented in the early 1920s to cover the nipples of striptease dancers to get around the prohibition against performing topless. Carrie Finnell (c.1893-1963), "the Bad Girl of Burlesque," is credited with being the first to use tassels on the pasties; she was able to spin one tassel at a time.
