After the Captain Ryan's car cuts off the other cars in the intersection, we briefly see the view out of the back window. There is no black SUV following them to commit "road rage" on the Captain.
When they notice Smith ready to jump, Gibbs calls Torres to follow him in the building, which he does, as he is shown to run into the building, behind Gibbs. However at the next scene, when Dr. Mallard tries to find Palmer and Bishop sees him next to Smith, Torres is still them on the road and looks up as well.
While Gibbs is looking out the window at Jimmy and Ryan, someone's reflection is briefly reflected in the window.
Bishop shows McGee a picture of the road where the colonel was hit with an SUV. She points out that there are no skid marks and she and McGee conclude that the SUV didn't brake and therefore this was an intentional act. The SUV that hit the colonel was a 2016 Toyota RAV4, which has standard anti-lock brakes. Even if the driver stood on the brake pedal, the wheels wouldn't have locked up or made skid marks. There is no way they could conclude this was an intentional act based merely on the absence of skid marks.
