Frank deals with the aftermath of a retired cop who shot his mugger. A trainer flouts authority, mingling with Janko. A man Baez saw kill her friend 25 yrs. ago has returned; she and Danny figure out how to bring him to justice.
When a well-regarded, newly retired NYPD lieutenant is accused of shooting a group of potential muggers on the subway and then disappears, Frank must deal with the fallout. Also, when a drug dealer returns to Baez's old neighborhood, she and Danny must figure out how to arrest him for a murder that Baez witnessed as a child.
Baez freezes when she sees a man. She tells Danny she saw him kill someone when she was a girl. She tells him to forget it but he checks him out and learns he could be doing something illegal. An instructor does something inappropriate with Jenko and she tells Jamie about it but tells him to leave it alone. Frank learns that a cop who retired shot some people who are black. He maintains they were trying to rob him. But Frank learns one of them was trying to rob him, while the other was trying to help him.
