But they did not give time to develop their relationship, which is sad considering that Freeze and Noras relationship goes way deeper than a guy who is just about to loose his wife, so he goes in a freezing frenzy.
Freeze isn't just a thug with a justified motivation. He looses everything and that slowly brings him to his breaking point. Being unable to find a cure for Nora (who is already frozen) he is eventually forced to suffer the accident that eventually changes him.
As a show, they have the time to explore this instead of rushing to the point where 'ah well, hit happens, I might as well get the most out of it'.
