When a Texas State Trooper is killed by a Mexican drug smuggler. Elizabeth tries to get the man extradited so he can be tried but Mexico refuses because of their objection to the death penalty. She asks the man's family if she can have the death penalty be taken off any possible sentence, they approve. So she leaves to go celebrate her anniversary. Jay meets with the man whom he first worked for, the Governor of Texas. And when Jay tells him of the deal Elizabeth made to get the drug dealer, he's not pleased because he thinks the man should die. He then goes on the offensive by sending National Guardsmen to the border which makes the Mexicans upset, so they are unwilling to honor the extradition. While on their vacation, they run into Klaus, the subject of the op Henry took part of. And Henry's worried what he's doing there. Later the drug dealer is taken by a Texas militia and brought to the US. When the Governor refuses to turn the man to the FBI so he can be returned to Mexico and then be properly given to the US, Elizabeth is called to handle it.
