The police does not collect fingerprints at the murder victim's apartment, allowing Carlos to fly under the radar and Kiera to return to do it later. Collecting fingerprints is standard practice for any murder investigation.
Kiera says that the substance released from her universal tool "interacts with DNA". Fingerprints do not contain DNA. There are other substances however that does interact with the residue that make up fingerprints and can render them visible.
