- Set in modern day Dubai, massive sandstorms have buried the city. As Capt. Martin Walker, you're sent in to find any survivors and learn what happened to the original rescue and evacuation team led by Lt. Colonel John Konrad.
- Captain Martin Walker is sent in as a leader of a three man recon team into a post disaster Dubai. Upon entering the city Walker and his men embark on a sanity breaking odyssey dealing with a local rebellion led by the FBI and a rogue faction of the US military both desperately fighting over what remains of the disaster torn city.
- The city of Dubai has descended into chaos following devastating sandstorms, the wealthy fled the city while the poor were surrounded by sand, as were foreign aid workers. War hero and P.T.S.D. afflicted U.S. Army Lieutenant Colonel John Konrad was returning from Afghanistan with the 33rd Battalion when the storms hit, he refused orders to leave the city and stayed to help the citizens with his troops. The storms worsened, martial law was declared and the 33rd started committing atrocities. Members of the 33rd rebelled against Konrad and were executed, the CIA sent a black ops unit to arm the locals against Konrad, leading to civil war and an eventual ceasefire. Konrad sent a transmission out stating a caravan would be transporting refugees out of Dubai, but the caravan never arrived and further communication went silent for six months. Dubai was declared off-limits and the 33rd declared traitors.
Two weeks prior to the game's campaign a transmission was picked up, from Konrad reporting the evacuation was a failure and many lives have been lost. Three Delta Force operatives arrive in Dubai, Captain Martin Walker, First Lieutenant Alphonso Adams and Staff Sergeant John Lugo, Walker is an old friend of Konrad, the latter saved him from death in Kabul, for which Walker has immeasurable respect. Their mission is to find survivors and evacuate.
Delta traverses the buried highways leading into Dubai and fights off marauding locals, salvaged technology has been repurposed as makeshift speakers playing mocking messages from Robert Darden, the Radioman, a former DJ turned journalist, propagandizing on behalf of the 33rd. Delta intervenes on a CIA agent interrogating a 33rd soldier, allowing the latter a chance to kill his aggressor. The soldier doesn't trust Delta, believing them to be more CIA, they can either shoot him or leave him to inform his superior, they follow and fight off a team of hostile 33rd. Delta infiltrates a mall where the 33rd are corralling civilians, a battle occurs, the 33rd are defeated and Delta leave.
Delta overhears recordings of the 33rd interrogating a CIA agent, Daniels, inquiring as to the whereabouts of an agent Gould, the recordings are traced to a building where Daniels is found long dead, set as a trap for Gould. The 33rd attack Delta and a surprise appearance from Gould allows Delta's escape. Later they find Gould captured and the 33rd executing civilians when he doesn't cooperate. A moral choice is presented to the player here, either rush in and alert the guards or wait and pick them off silently and individually. Either way, Gould dies, but the latter option allows for some civilians to be saved.
Delta reaches the Gate, a heavily fortified area, Walker authorizes the use of white phosphorus mortars to clear the enemy and a bunker. They venture on and discover, to their horror, the bunker was full of forty-seven civilians awaiting evacuation, Walker realizes the lengths Konrad is willing to go and promises revenge. Delta find the bodies of officers that rebelled against Konrad and radio addressing Walker, Walker takes it with him. Konrad presents another moral choice to Walker. Two men are hanging from a highway sign, one is a local charged with stealing water, the other is a 33rd soldier that killed the man's family as punishment. Walker is ordered to kill one, or he can disobey and fire on the sniper team watching them.
Delta encounters Jeff Riggs, the last CIA agent in the city, he is stealing the city's water supply to cripple the 33rd, the water is loaded onto tankers and the 33rd attacks. Riggs crashes the tankers to finish off survivors and prevent the truth getting out, which would lead to the United Arab Emirates declaring war on the United States, he tells Walker this as he is trapped under a burning tanker. Another choice occurs, kill Riggs quickly with one remaining bullet or let him burn to death. Delta pushes on to a radio tower where the radioman is hiding, he permits them access to announce an evacuation message to the survivors, Lugo kills the radioman out of frustration for all his taunting broadcasts. Delta commander a Black Hawk helicopter and wreck the radio tower, the 33rd pursue them through the skies, another sandstorm hits and a helicopter crashes into the Black Hawk.
Walker awakens in a hallucination, with Konrad judging his actions, Walker's obsession with revenge has brought only destruction. Walker is snapped out of it from a hail from Adams. He is wounded and fighting off the 33rd, Walker rushes to his aid. Lugo radios for help, Walker and Adams arrive at a refugee camp, too late to stop the survivors lynching Lugo. He is shot free and Walker makes a failed attempt to revive him and the locals box them in. Another moral choice is offered, fire on the locals out of revenge or fire into the air to scatter them.
Walker and Adams make the final push on Konrad's hiding place, the fictitious Dubai Seaside Tower, the tallest building in the world. Walker's hallucinations worsen, a white phosphorous mortar tricks him into believing burning figures are attacking him and a heavy weapons soldier takes the form of a zombified Lugo. After the fighting another wave arrives, Walker chooses to surrender but Adams makes a last stand and pushes Walker toward the tower. Adams is killed in an explosion that knocks Walker down.
A battered and shaken Walker enters the tower lobby where the last of the 33rd surrender to him and direct him to Konrad's penthouse on the top floor. Walker arrives and sees Konrad painting a mural of the white phosphorous victims, Konrad goes behind the painting to the deck, Walker follows and finds Konrad's decaying corpse in a chair. Konrad killed himself after the failed evacuation six months ago, Walker had hallucinated Konrad's voice after the white phosphorous attacks, the tragedy drove Walker mad and he was merely redirecting the blame, flashbacks of the game are shown of Walker's actions. Delta was never supposed to enter Dubai, merely observe from a distance, the radio Walker collected was broken, the two prisoners hanging from the highway sign were already dead, all of Walker's battles and rationalizations for his immoral deeds were a vain attempt at redemption and misguided justice.
Four endings can happen, Konrad will point a gun at Walker and count to five, then he will shoot, Walker can choose to be shot or shoot himself. The final shot will be of Walker's and Konrad's corpses on the penthouse deck as Konrad's failure broadcast is played. Walker can shoot the hallucination of Konrad, the latter assures him he can go home and not to be hard on himself for what happens next. Walker sees the last 33rd in the lobby were also hallucinations, then radios for evacuation.
This option leads to an epilogue of a shell shocked Walker sitting at the tower steps with an AA-12 shotgun in hand as Army Humvees arrive, Walker can fire on the troops and be killed. Walker can kill them all, he takes a radio and repeats a line from the beginning of the game, "Gentlemen, welcome to Dubai." and heads back to presumably to finish the survivors. Walker can surrender to them and be transported home, the driver will ask how did he survive, Walker replies in a defeated voice "Who said I did?"
