Stan Edgar and Madelyn Still well are holding a Vought press conference, introducing Homelander to the world via the press. Homelander is clearly uncomfortable with all the attention, but finally gives his all-American cover story while remembering what he went through at Vought's hands. He talks about how Vought has given him the chance to use his powers to make the world a better place. Homelander talks about how Vought has teamed him up with Black Noir to learn how to deal with NYC. Black Noir joins Homelander on the stage, and Homelander scowls at all the attention the press is giving Black Noir.
Later when they're alone, Madelyn complains to Homelander that Edgar ruined Homelander's big debut by putting Black Noir up on stage. She tells Homelander that Noir is there to watch Homelander, not teach him, and make sure Homelander doesn't screw up and to bring him in if he does. Homelander admits that it felt good to be the center of attention, and Madelyn tells him that's the future she's building for him, and he shouldn't let Noir get in his way. After Madelyn goes into her office, Homelander sees Noir down the hallway, watching him.
The Chemical Liberation Front, CLG, have taken eight hostages the Cruz Chemical Plant. The CLF has released a statement saying that Cruz has released toxic chemicals and causes mutations. Homelander assumes position above, and Vought coordinators tell him via the comms that Noir is on the way. Remembering what Madeline told him about not letting Noir get in his way, Homelander says that he's going in on his own, turns off his comm, and flies in. He wraps a metal pipe around one terrorist, and she yells for backup. Another man comes running and Homelander easily ties him up.
The other terrorists are in a control room with the hostages, and when their companions don't respond to their calls, realize that someone is there. Homelander bursts in and introduces himself, then asks the terrorists to put their guns down and talk. The CLF terrorists shoot at him, and the bullets have no effect. Homelander disarms them at superspeed and twists the barrel, but the leader grabs a gun and threatens a hostage. When Homelander points out that the gun is useless, the terrorist says that it'll explode if he pulls the trigger. Homelander uses his heat vision on the gun, causing it to explore. The explosion blows off the terrorist's hang and kills the hostage, and Homelander is shocked at what he caused. The leader insists they weren't going to hurt anyone.
Having flashback to his childhood, Homelander yells at them to stop and he just needs to think. When the terrorist leader berates him, he yanks off her jaw and the hostages and terrorists draw back in fear. Homelander says that it's the terrorists' fault and they're the bad guys, while everyone loves him, the hero. One hostage yells that he's a monster, and Homelander loses his temper and kills them all.
One hostage is still alive, and cowers back from Homelander in fear. Homelander says that the terrorists made him do it, and Noir comes in and sees the carnage. The hostage says that Homelander murdered everyone, and Homelander angrily says that she doesn't understand. Homelander figures that Noir will use what happened to get rid of him, and says that he won't let it happen. Noir runs out and Homelander comes after him, and Noir evades Homelander's attacks.
Noir uses his smoke bombs and tricks Homelander into killing a security guard instead of him, and Homelander then blows up the entire plant. Homelander emerges from the wreckage and stares at the devastation he caused in shock. The one surviving hostage emerges from the wreckage, and Noir goes to her and breaks her neck. He then motions Homelander to stop, takes out a notepad, and writes out words for Homelander to tell the press.
Later, Homelander and Noir go to the press and Homelander tells them that the terrorists had a bomb and he tries to muffle it, but the blast was too great. He and Noir are the only survivors. When Homelander says that he failed them, the press tell him that he risked his life for them and the people are grateful.
Later, Madeline and Homelander are in Madeline's office and watch a recording of Homelander's statement. Madeline tells Homelander that he handled the situation well and his ratings went up. They leave and Homelander tells Madeline that she was wrong about Noir, and he had a few things to teach him after all. Noir watches them go, drinking a cup of coffee.
