Whilst talking to Panabaker, Harold states that she knew who and what Keen was before she met Reddington. Before Keen met Reddington she was a newly qualified FBI agent who, on her first day in the job, was pulled aside to assist after Reffington handed himself in. Before this she was a trainee.
Keen tells a cop outside a shop that a guy in a hat has a gun. The cop enters, gun drawn, and the shopkeeper, who hasn't even seen Keen with Red, cocks his head toward Red like he has a clue what's going on even though he doesn't know about the alleged gun.
It makes no sense for Cooper. Mojtabai and all the other task force members to still/again be sympathetic of Liz. Quite apart from the large number of bystanders she got maimed and killed, she has bombed a hospital, one of the vilest acts known to man. In a state under the rule of law, she would even be prosecuted by her own side for that if it had been a war crime.
