Yes, Paul is trans. This is not news. It was mentioned in the very first episode when Owen was recruiting him. He also mentioned it in a later episode when a bigoted old woman was faking a heart attack and trying to pick and choose who would give her mouth-to-mouth. The actor who plays him, Brian Michael Smith, is also trans himself.
The world contains a wide variety of people and representing that on TV isn't "PC gone too far." No one's personal identity is meant as an affront to anyone else; it's just who they are.
