Desperate to save the parking lot where Trudy was killed from demolition, Monk enlists the help of a sympathetic councilwoman. But when she goes missing, Monk may be forced to deal with her hapless and incapable assistant.
Monk is desperate to keep the parking garage where Trudy was murdered so many years ago from being demolished for a playground which has huge citywide support. He thinks he has a councilwoman behind his efforts but when she suddenly vanishes, he must deal with a ditsy assistant to the councilwoman. When a vacationing couple turns up dead, Monk begins to think their murders have to do with the missing councilwoman. But do they? The parking garage that Monk's late wife was killed inis about to be demolished and replaced with a playground. Except Monk will not allow it. After Monk talks to Eileen Hill, they decided to have another vote for it to be demolishd or not. But the day of the vote Monk shows up only to learn that Ms. Hill has been missing. They ask around and after awhile Monk and Natalie both find out that Ms. Hill has been found dead by the peer. Who did it?
