- Class of 83, which is based on a book authored by leading crime journalist Hussain Zaidi, is set in Bombay in the 1980s when the underworld's stranglehold on the city was becoming hard to break. Dozens of young men rendered jobless as a result of the ongoing mill strike were being lured into joining local gangs, and the nexus between powerful politicians and criminal gang leaders made it hard for the police to weed out the problem. With this as the backdrop, the film follows an ideological cop-turned-trainer who molds five cadets into encounter specialists.
Yanked off the field for doing his job with more integrity than those in power would like him to, upright officer Vijay Singh (Bobby Deol) lands a 'punishment posting' as the dean of the Police Training Centre in Nashik. Convinced that the only way to restore order in a flawed system is to fix it from the inside, he handpicks a clutch of bold young officers and trains them to bend the law in service of the larger good. Mangesh Dixit (Vishwajeet Pradhan) is the PT and weapons inspector. YP Mathur (Hans Dev Sharma) is the law professor. Class of 83 is Vijay's first batch and in 1st semester he has not taken even a single class. The 3 losers from 1st semester are Vishnu Varde (Hitesh Bhojraj), Aslam Khan (Sameer Paranjape) and Pramod Shukla (Bhupendra Jadawat). Laxman Jadhav (Ninad Mahajani) and Janardan Surve (Prithvik Pratap) came in last, just behind the trio.
The trio decide to beat up Dixit for humiliating them and enter his house at night but are beaten by Vijay. The next day Vijay asks the entire class to interrogate the trio to prove that they hatched a plan together. The trio make a credible lie to escape detection but are caught as their night suits didn't have dirt on them. Vijay advises them to look into the details before lying. It is revealed that Vijay had a suicide attempt recently and hence missed the 1st semester. Dixit now stays with him. Sudha (Geetika Tyagi) was his wife who died due to an illness. His son Rohan is angry at Vijay for prioritizing his duty over the health of his mother.
Vijay takes the 5 lowest cadets under his wings. He teaches them practical applications of police law and techniques rather than focusing on the theory. The 5 still do badly in exams. Vijay reveals that in 1981 he was after foreign terrorist Kalsekar who was bringing drugs and gold into Bombay to fund his activities. Vijay planned a raid with the permission of Minister Manohar Patkar (Anup Soni). Kalsekar escaped the raid and Vijay suspects Patkar. Patkar punishes Vijay by putting him in the training academy. He tells his cadets to kill every member of the Kalsekar gang, who is now outside India, to rid the city of Bombay from their decease. the 5 friends graduate, and Vijay looks forward to great deeds from them.
Vijay uses his connections in the force to create a special unit of police designed to institutionalize the killing of gang members and eliminating the evidence trail so that nothing reaches the top echelons of the political system. Bombay is witnessing a turbulent change as mill workers are striking on behalf of their unions. Unions are in cahoots with the gang owners who want to take over mill land for their real estate value. The special unit comes into existence (DGP Raghav Desai pitches the idea to CM Patkar, to eliminate Kalsekar's rivals in Mumbai and says some members of Kalsekar would also have to be killed to make it look legit) and the 5 friends from academy are re-united.
The team has their 1st success when they kill Ismail Pathan in a chance encounter. Ismail handles money transfer to Kalsekar in Dubai and with Ismail gone, Kalsekar will be starved of funds. The encounter Ismail and make it look like a complete chance. The police higher ups can't do anything. Slowly the 5-start eliminating the small-time members of Kalsekar's gang. Soon ego issues arise when Verde belittles Shukla achievements and says he hasn't conducted as many encounters as he claims. Due to this Shukla joins Kalsekar gang and Verde joins the Naik gang. Kalsekar and Naik are rivals in Bombay in 1988. Shukla and Verde's fight leads to the death 3 innocent businessmen in the city. Patkar orders Desai to bring back Vijay to control his cadets.
Vijay takes the job and meets his cadets who are not super confident and tell Vijay that they are taking money from gangsters to build a nest egg in case they are given a punishment posting like him. Vijay trusts only Aslam and asks him to re-start operations against Kalsekar's gang. Aslam gets success using Vijay's informant network. In response Kalsekar kills Aslam via his henchman Shetty. Verde and Shukla meet Vijay and vow to avenge Aslam by harming Kalsekar. Vijay decides to trust them one last time. They abduct Kalsekar's daughter who stays with his sister Najma in Bombay. Kalsekar is forced to return to Bombay. The meeting takes place on a ship, where Vijay kills Kalsekar and several of his henchmen with the help of Verde and Shukla.
