Hugh Newman, a fiercely optimistic parking assistant in charge of validating parking tickets, is having a blast making people smile. Indeed, more than anything in the world, Hugh wants to make everyone feel better about themselves, and before long, a long line of depressed people starts to form in front of his desk. As the gloomy, sad-eyed customers bring their parking stubs in for validation, Hugh validates them as human beings, making them all smile like never before. Then, cheerful Hugh has a chance encounter with beautiful but oh-so-serious Victoria, a woman working at the DMV, a place where smiling is strictly forbidden, and just like that, he falls head-over-heels in love with her. Now, all that Hugh has to do is to make Victoria smile. However, what if Victoria is impervious to Hugh's effortless, life-changing charm?
