"Hooray for Brutus; he's the most!" Who else would say that but the incredibly-fickle Olive Oyl, and say it in the presence of Popeye who is out with her on a date? This woman has unbelievable gall.
Olive is gushing over the "athletic" Brutus who is setting records at a big track meet at a local stadium. A jealous Popeye then jumps out of the stands and tries to outdo what Brutus has done in a couple of track contests such as the pole vault, discus throw, broad jump, hammer throw, etc.
Needless to say, Popeye's efforts are thwarted by Brutus' tricks, until Wimpy comes along as a stadium usher selling Spinach-burgers.
The humor is mostly juvenile. These aren't the old Popeye cartoons which were clever. These early '60s ones were geared toward very little kids. However, this was still mildly entertaining
