- The PS2 version includes the following changes:
- More side missions, rampages, stunt jumps and vehicle purchases
- Added a stat for how many seagulls sniped
- Removed the multiplayer from the PSP version
- The hitmen in the first mission can no longer kill the player
- In the mission "Home's on the Range, Jesus has a different colored suit
- In the mission "Domo Arigoto Domestoboto", Armando shoots the Domestobot with the Python instead of the Pistol
- Planes were made less durable and can explode easier
- The hidden developer message on the sign at the stadium now says 11 easter eggs instead of 10
- The hidden sign telling you "nothing to see here" was changed telling the player to look in the VCN building instead. The same easter egg from Grand Theft Auto: Vice City (2002) in the VCN building was added and a crane was added inside to show the easter egg was under construction
- The stubby shotgun, rocket launcher and grenades have different sound effects. The stubby shotgun reuses the spas sound
- Some of the aircraft and motorbike sounds become higher in pitch
- A trails option was added
- Listening to the radio was added to air ambulance
- Gloves were added to the Hired Muscle outfit. They were only visible in cutscenes on PSP
- The WinterGreen bike received a bigger windescreen
- The rampage for killing bikers with the Mac-10 was moved a little further to a new location
- The sniper scope received a green tint
- It's easier to see the trash such as leaves and newspapers around the city
- Some of the map was changed for the new stunt jumps, such as the construction site and chunder wheel
- PS2 has better draw distance, better textures and runs at a higher resolution than the PSP
