If you know even the slightest about cars, this theme-of-the-week episode is an insult. Between creating non-existent "hill racer" culture (which CHiPs did as well), to deciding torsion bars are the hot ticket to make a wheezing Dodge handle, the writers obviously just phoned this one in.

There is a vicious gang led by Jeff Simpson who are on a crime spree to finance their illegal hill racing activities.
One young woman is left seriously injured as the gang throws her out of a moving car while the police gave chase.
When an old racing friend of Hooker is wrongfully arrested. Hooker is determined to clear his name.
James Darren plays Dan Danko, a hill racer and car mechanic. Darren would later turn as a regular playing a cop.
Hooker gives another speech about law and justice that would make Dirty Harry proud.
You have scenes where a cop car shows up at this hill race and no one seems to notice it. The cop car later gives chase to these souped up cars.
There is a lot of stupidity and lack of logic in this story.
