Having watched this episode, I am almost certain that the voice of the blonde Mexican child, "Chico", played by Gary Hunley, is being dubbed by June Foray, the famous cartoon voice specialist most famous for voicing 'Rocky, the Flying Squirrel' on the Rocky and Bullwinkle show. She would have been 42 years old at the time, (she died in 2017, 54 days before her 100th birthday), but her voice sounded like that of a child and she does the Mexican accent well, probably better than young Mr. Hunley could have done it.

I thought Mr. Hunley might have been or been related to Craig Hundley, (now Huxley), who appeared as a child in several 1960's TV shows, including the Star Trek episode "And the Children Shall Lead" and went onto an important career in music but found no evidence of it and there's that 'd' in there.
