While talking about his work. Sergeant Chris Ballard comes across an old friend from the neighbourhood.

His name is Charles who taunts Chris Ballard about the police being inept and boasting he could commit the perfect murder and the police would not be able to catch him.

Charles and his friend Buddy (Paul Mazursky) hatches a plan and aim to embarrass Ballard. Charles acts like a man with a lot of money who gets drunk in a bar. He attracts the attention of a man who aims to pickpocket him, only Charles bashes him so badly, the man later dies.

Charles claims self defence. Buddy and the bartender backs up his story, he left the bar drunk and in the arms of a woman. She was in cahoots with the dead man and claims that Charles deliberately set them up.

Sergeant Chris Ballard believes her but he has no proof. He goes out on his own to follow Chris and Buddy, makes his own investigations. Despite being warned off by Captain Holbrook. It's Lt John Russo's case. Only now Chris has his next victim, Ballard himself, a man who he has always hated.

Shades of Leopold and Loeb. Two men who think they can get away with a perfect murder by acting smart. Easy to do as Ballard acts really dim, not helped by a dumb script.
