Jeff Martell is a newspaper editor intent on bringing down crooked mobster who is putting up shoddy housing.
Captain Matt Holbrook requests that Martell does not go ahead with an editorial critical of the mobster BJ Anthony. It will affect the police department's wn investigations on Anthony.
Martell refuses to listen and Anthony decides to take his own revenge on Martell. He arranges a beating as Holbrook offers the newspaper editor police protection.
Later Martell's young daughter goes missing fearing that Anthony is behind it. In fact he had nothing to do with it but set up Martell for being crooked.
