This James Bond video game was published by Domark Limited, developed by Quixel and was available on the following platforms: DOS/IBM PC, Amiga 500/600, Commodore 64/128, MSX, ZX Spectrum 48K, Amstrad CPC, BBC Micro, Atari ST and Atari 8-bit.
The later James Bond video-game 007 Legends (2012) featured an over-arching story-line inspired by six story-lines from six different James Bond movies of which one of these was 'Licence to Kill' (1989). Each individual story represented one of the six actors who had played Bond in the official film franchise at the time. These were: Goldfinger (1964) - (Sean Connery), On Her Majesty's Secret Service (1969) - (George Lazenby), Moonraker (1979) - (Roger Moore), Licence to Kill (1989) - (Timothy Dalton), Die Another Day (2002) - (Pierce Brosnan) and Skyfall (2012) - (Daniel Craig). However, the likeness of James Bond in all of the missions was that of Daniel Craig.
Apart from this spin-off video game, the source James Bond movie's Licence to Kill (1989) title lent its name to another game which was a card game in 1967. Produced by Golden Wonder, the packaging boasted the tagline: "An Exciting New James Bond Game". There are fifty-two playing cards, which include four "Licence to Kill" cards, forty-eight "Enemy Agent" cards, and twelve "Assignment Cards". The cover of the manual for the card game read: "O.H.M.S. - TOP SECRET - OO AGENTS ONLY".
Timothy Dalton is the only actor to have played James Bond to have the entire body of his 007 movies to be adapted into video games with the same title and as tie-ins with the relevant Bond movie of the time to which he had starred. These are the two James Bond video games '007: Licence to Kill' (1989) (VG) and 'The Living Daylights: The Computer Game' (1987) (VG).
The title of this James Bond video game was only slightly different to its source Bond movie 'Licence to Kill' (1989) from which this game was developed. It included in the game's name the prefix wording of the code-number ''OO7'' making the title the slightly different '007: Licence to Kill'.
