When the young ladies are stopped by the officer on the highway, his uniform has "Sheriff's Department" patches, yet his collar brass is "PD". These would be two separate, distinct agencies and wouldn't, at least in Arizona and Texas, be worn by the same officer. His vehicle is also marked "Police", and again assuming this takes place in Arizona, would normally be a city law enforcement vehicle,while someone from a Sheriff's Office would be a county officer. They would be using vehicles marked "Sheriff" or "Such and such County". There's actually a big difference in the functions of the two agencies.
