The IMDb page on this Encyclopedia Britannica educational short movie claims it's narrated by someone named James Brill. This is a mistake. Instead, we get a lecture from a woman. At first we can't see her, then she appears in a late Colonial era costume, and lectures the audience on how to keep your hair and nails neat, clean and healthy.
We get lectured on things like ringworm and nits, the eggs of head lice. By the time I was going to school, this was not an issue, at least in the schools I went to, although I have no doubt that the issue persists in some places, and simple instructional movies like this continue to have some value.
