The Matzoriley brothers are based on an animated figure that appeared in the opening credits of A Shot in the Dark (1964).
In the first short about an animated Inspector Clouseau, he is in charge of protecting a valuable diamond. This is a homage to live-action Clouseau and his frequent dealings with the Pink Panther diamond.
Paul Frees and Pat Harrington are joined by fellow voice over actor Larry Storch in this episode.
The accents of the brothers are loosely North American, East European, and Asian.
The episode title is a nod to the serving French President at the time, General Charles De Gaulle.
