No. Bela Lugosi plays a different Mr. Wong from the Chinese detective played by Boris Karloff. Monogram Pictures produced both this film and the Karloff series, which adds to the confusion. Note that the title of this film is nearly identical with second entry in that series, The Mystery of Mr. Wong (1939) (1939).
Several small companies specializing in public domain movies have released it. Beware. Some small distributors market copies of both public domain and copyrighted films with poor picture and sound. Others are more reputable and deliver good transfers of the best available prints. Shop around.
