Underworld (1927) has a blinking sign that says "The City Is Yours" much like the one in Scarface (1932) that says "The World is Yours." Additionally, the climactic shootouts in both films are markedly similar.
Both films have shady leading ladies named Feathers, as well as scenes where the villain throws money into a spittoon to see if the drunken sidekick will fish it out. (Howard Hawks was involved with both films.)
