Chicago – The 35th Chicago Latino Film Festival (Clff) continues this week with the special U.S. Premiere of “Humanpersons,” a searing Spain/Panama/Brazil co-produced drama on human trafficking, specifically for the harvesting of transplant organs. Writer/director Frank Spano, a Spanish/South American filmmaker and actor, completed this second feature recently, and filmed some scenes in the State of Illinois. Updated December 10: The second largest city in Colombian has become the first in the growing Latin American territory to offer an incentive.
Under the aegis of Mayor Aníbal Gaviria, the fledgling Medellin Film Commission is providing a cash rebate of up to 15% of local expenditure.
The incentive combines with the national rebate initiated under National Law 1556, which launched in 2013 and offers a 40%-20% rebate, to provide up to a 50% rebate for productions that film in Medellin and Colombia.
Medellin continues to do whatever it can to promote a positive image to investors and is far removed from its reputation as the most violent city on the planet in the 1980s and early 1990s, when Pablo Escobar held sway and waged war with rival drug cartels.
The new incentive will work in tandem with a One-Stop-Shop designed to assist incoming Colombian and international producers with production paperwork and permits and develop the technical talent base in the...

Organisers behind the Meets Film Market have announced 11 of the 12 projects competing at the Latin American Co-Production Forum, set to run during the third International Film Festival Of Panama from April 7-9.
The announcement was made at the Miami International Film Festival on Thursday (13).
The winner will receive a $25,000 cash prize. The projects were culled from a pool of 128 submissions based on the strength of the proposal, practical feasibility and commercial viability, overall production values and the potential for good development of story.
The 12th project will be chosen at the 10th Ibero-American Co-Production Meeting at the 29th Guadalajara International Film Festival under a special agreement between Guadalajara and Meets.
Meets officials have invited eight other projects from Latin America to take part outside the competition.
