- In an Earthly world resembling the 1950s, a cloud of space radiation has shrouded the planet, resulting in the dead becoming zombies that desire live human flesh. A company called Zomcon has been able to control the zombie population. Zombies can be temporarily neutralized by being shot, but can only be permanently neutralized by their brain being destroyed. Their ultimate disposal is through cremation, or burial, the latter which requires decapitation with the head being buried separately from the body. Conversely, Zomcon has created the domestication collar, when activated and placed on a zombie makes the zombie controllable, and thus an eternally productive creature within society. Because all dead initially become zombies, the elderly are viewed negatively and suspectly. And all people, adult or child, learn to shoot to kill to protect society. Zomcon is the go to organization for all things zombie. In the town of Willard, the Robinsons - father Bill (Dylan Baker), mother Helen (Carrie-Anne Moss), and adolescent son Timmy (Kesun Loder) - are one family who don't own a zombie as a domestic, since Bill is afraid of zombies, as, when he was a child, he had to shoot his own zombie father, who tried to eat him. Bill has thus become fascinated with funerals to see zombies put away permanently. But Helen feels pressured to get a zombie when Zomcon's new head of security in Willard, the officious Jonathan Bottoms (Henry Czerny), moves into the neighborhood with his family. Never having had to deal with a zombie directly, Timmy is initially wary of their zombie. But as a lonely child who has no friends and is often bullied, Timmy eventually befriends their zombie, who he names Fido (Sir Billy Connolly), as he treats the zombie much like a faithful pet dog. Timmy protects Fido at all cost, even after Fido, due to no fault of its own, is implicated in some deaths, which creates a mini-wave of loose zombies unknown to Zomcon. But Fido may play a larger role within the family as a companion for Helen, who is largely neglected by Bill, since he sees human affection as ultimately resulting in such difficult issues as what happened between him and his own father. With Timmy and Helen treating Fido with kindness, Fido, in turn, may prove that not all zombies, even when without their domestication collar, are out to kill anyone and everyone in their path.

But Da Vinci, with Kelly's assistance, plays both sides when he speaks further to Sandonovo and Gohill about the federal government's view of who and what they would like to see in City Hall. Klotchko, Mayor Hathaway, and Richard Norton), others in his professional circle are on the job. Lou attends to the death of a woman named Allison Freeman, who was found in her car. The contents of the trunk of her car have some personal connection to Da Vinci. Lou eventually discovers why she might have that material, and Da Vinci tries to find out the precise nature of her interest in him. With Chick's help, Leary tries to get as much information about the transmitter on Will's boat without whomever is doing the surveillance finding out that Leary is aware of the transmitter's existence. Leary adds some surveillance equipment of his own. The dinner is not a total waste for Da Vinci as he learns that his red light district proposal has the interest of the federal government. Unbeknownst to the constables, Chief Jacobs and Kurtz are not going to press for a charge of homicide against whomever caused the beating. Sensing that she really was a bystander in the beating, Kosmo offers some friendly advice to Walker. Lou, Shannon and Williams investigate the finding of a mummified newborn found in a dumpster. Other debris in the dumpster lead the detectives to an elderly woman named Donna Phillips and her ex-husband, who may be able able to explain what happened. In other goings-on, Da Vinci feels that he is being frozen out of the Mayor's office and speculates about why the Mayor was previously so enthusiastic about his candidacy for Chief of Police. Da Vinci and Kelly have a philosophical argument over the role of the Coroner's office. And Helen has another draft of her book ready for Da Vinci to read.
- Two suspicious fires are investigated. The first is a car fire which killed the car's occupant. And the second is on the exterior of Kosmo's house, the fire which took place while she was at home. Evidence indicates the two were set by the same person. Sue is rushed to hospital on a possible OD. As with all of Curtis' cases, the murder charges against Sue are going to be stayed of which she is unaware, leading to her taking an extraordinary measure while in the hospital. In preparation for the announcement of his candidacy for mayor, Da Vinci brings his team together to discuss his platform, including the controversial issues of expanding the number of safe injection sites and creating a red light district. However some leaked news indicates that there is a mole in Da Vinci's team working in part for his political foe and possible mayoral candidate, the acting mayor Joyce Simkins. Da Vinci uses this mole for his own purposes. He also learns he has an ally in the opposing camp. Leary accuses Simms of knowing and covering up that Tuan was behind Summers' death. Chick and Carter monitor Tuan's movement, thinking he is being aided by Simms to flee to the States while Leary tries to secure an arrest warrant to nab him before he flees. Leary receives pressure from Jacobs and Klotchko to do something he doesn't want to do in this case. What Leary decides to do is based on where he sees his professional future. And the perpetrator of a slew of bank robberies is found dead, the perpetrator well-known to those in the Police Department.
- Da Vinci investigates the death of three people in three separate incidents. The first is a homeless woman commonly known as the pigeon lady, her dead body found on a church's steps where she could usually be found feeding the pigeons. Da Vinci is concerned that the church's newly implemented nighttime closed door policy may have exacerbated the death. Beyond determining the cause of death, Maria finds among the pigeon lady's possessions an interesting news article which may provide a clue as to why she was at that specific church. The second is a sixteen year old woman named Alice Fellows. Although she was high on ecstasy which could have contributed to the incident, she was killed in a hit and run. What little information the authorities have is the offending vehicle is a silver Mercedes for which they have a partial license plate. Later, McNab gets a positive identification of the vehicle and its high profile owner, who claims the car was stolen. The third is a charged money launderer named Michael Zang, who purportedly shot himself in the office of his lawyer, Richard Norton. Because Da Vinci believes that Norton isn't telling the entire truth about the death, Da Vinci calls in Homicide to apply a little pressure on Norton. Zang's wife Vera, who is called in to provide testimony, has other things on her mind. With Da Vinci preoccupied with these cases, Lou takes his first case as a coroner. It is of an aboriginal youth named Roy Cardinale, whose dead body is found by the railroad tracks. He was seemingly killed by a train running over him, but there is evidence that he was severely beaten before his death. Beyond physical evidence at the site, Kosmo and Leary, who lead this investigation, learn a bit more about Roy from Constable Carter, who tells a story of a relatively harmless and well liked petty criminal but who was well known to all those in the police department on patrol. On other business, Suki tells Kosmo and Leary of an incident at Brian's storage garage. Their investigation of him has stalled otherwise. On more personal matters, Kosmo tells Leary about someone that is interested in him. That and a request by Carter are some of the first steps for Leary to a more stable existence. And Da Vinci ultimately gets the news about whether he got the Chief of Police job.
- On a dark and stormy night, a not too happy Da Vinci is wandering through a storm sewer, down which a dead body is floating. Because of the dark and circuitous route of the drain system, the city worker, the constables and Da Vinci are having trouble trying to locate the body. At City Hall, Council is dealing with two issues that have recently hit the media: the red light district proposal which has Da Vinci's name officially attached to it, and the Mayor's possible involvement in the hit and run death. Da Vinci tries to find out the scuttlebutt of who a possible replacement would be if the Mayor decided to step down. But he also receives an interesting proposal from the Mayor via Richard Norton. Regardless, Da Vinci tries to strengthen the case against the Mayor by speaking to his illegal alien housekeeper. Leary and Kosmo interview Ivan the Russian regarding Will Summers' death. The boat belongs to an old friend of Leary's, the deceased, his best friend from public school, Will Summers. Leary knows that Will had been smuggling dope for years. After he gets the news about Will, Will's father makes a special request to Leary. Chick provides the investigators with some ideas of where the marijuana was headed. Brian, with Marla at his side, tries to insinuate himself into the investigation. They have a chat with Will's girlfriend, Lila Tuan, the chat with ulterior motives. With continuing investigations, Brian builds up a case against Sue with Internal. Finn, in turn, tells Kurtz where his investigation is headed. With the Roy Cardinale case, Da Vinci has a discussion with Crown Counsel William Chen to see what's happening with possible charges. And Constable Rosario has a "friendly" chat with John Dunne's firefighter father, inferring that fire and police need to stick together. Regardless, Phil Rosen has a case file on Rosario regarding past deeds, the file which he shares with Da Vinci who wants to investigate more officially. With the hit and run case, the investigation takes a turn when Monty Wilson, the car thief, recants his story, specifically about from where he stole the Mayor's car. With all these continuing investigations, word slowly makes the rounds amongst the investigators about known and supposed high powered interference. On other fronts, Jacobs and Kurtz's professional allegiance takes a turn toward the personal. Kosmo becomes a homeowner. And Shannon says two tearful goodbyes.
- An angry Kosmo goes searching for Sue, who she has learned is somewhere in the police interrogation system. With the case of the deceased private investigator who was tailing Da Vinci, Phil Rosen outlines several possibilities as to who would have hired her. Williams interrogates Norton about the connection between Michael Zang and James Torelli, two of his clients who recently met untimely deaths in two separate incidents. Williams slyly implies that he knows something about the missing laundered moneys. With the hit and run case, Da Vinci speaks to Ted Fellows, the deceased's stepfather. Da Vinci implies that he knows more to the story than he can divulge, which temporarily placates Fellows. Da Vinci has some make or break deals with both the Mayor and Jacobs regarding the red light district proposal, one which hits Jacobs on the home front. And Shannon looks for temporary work to do during his six week suspension. On matters more personal to Da Vinci, his car gets towed and in turn his briefcase stolen, which contained some highly confidential information. And he continues his personal liaison with Isabel Sandonovo.
- In his new role as Chief of Police, Bill Jacobs requests a meeting with Da Vinci to discuss his concept of a red light district. Da Vinci is surprised by the request. With continuing investigations, Kosmo and Leary speak to Roy Cardinale's friend, John Dunne. After seeing John speak to the detectives, Constable Dino Rosario has his own chat with John. After checking out some information provided by John, Kosmo and Leary believe that something in his story concerning Roy's whereabouts the evening of his death isn't sitting right. McNab informs the Mayor that his car was indeed involved in a hit and run death. The Mayor seems more interested in retrieving his cell phone from the car, reported stolen that night, than he is about the death. As McNab checks out two of the numbers from that cell phone's records from that evening, he uncovers some unusual information concerning the Mayor's car's whereabouts that evening. Brian manages to have Councillor Pierce's car pulled over, but no knife is found in his possession. Perturbed that his frame on Pierce didn't yet work, Brian plots with Marla to watch over Sue, who was supposed to plant the knife in the car. Brian also uses another tact averting himself from Rick's death by speaking to Detective Joe Finn in Internal about the investigation. And while Shannon is off on personal leave, Williams continues the investigation into the purported self-inflicted shooting death of Michael Zang. In a new investigation, Da Vinci and Lou attend to the death of man who looks to have fallen from a rooftop. They determine the probable cause of the fall when they see some wiring on the roof. They however learn that there is more than meets the eye when they speak to the deceased's neighbors. On personal fronts, Kosmo thinks about buying a house. And Shannon learns that his building has a new no pet policy, meaning he will have to move or get rid of Lucky.
- Da Vinci attracts attention from Ottawa while remaining in conflict with the Mayor and Chief of Police over his investigations of the accident and beating death.
